The general premise of this proposal comes from the layout of a set of urban elements that could produce a sense of an articulate sequence of events, which could guarantee existence conditions of a pedestrian boulevard. The analysis made on the area of the intervention shows these conditions do not exist, and also that is not enough to create them with specific interventions such as floor texture, urban furniture, or circulation changes. It is necessary to rethink its structure in a different scale, with different tools. Therefore, three strategies where developed, along with a set of concrete actions that could help us achieve those strategies. All this in order to produce a gradual urban modification. The first strategy is to build a pedestrian weave in the core of Las Mercedes to strengthen social interchange, and drag all activation capacities present in the existing forces around the Alfredo Sadel square. The second one is to extend the urban park sequence (Parque del Este, La Carlota), by building a green band along the river, acknowledging the geographic and bioclimatic factors of Caracas, hence incorporating the people from the adjacent residential areas to go through Las Mercedes daily. Finally, the third strategy is to reconfigure the spatial and functional relation with the river bank and adjacent landscape geometry, in order to create a kinder and more attractive touristic and commercial focus for the city.
